If one of black pawns is still on its fifth rank, and black king is among them, Black has even two tempos less compared to similar position with pawns on sixth rank. However, even bigger problem for Black is additional space behind its king which can be used by white queen, and the most effective way for White to take advantage of this is to attack backward pawn diagonally from open file. Such position is always won regardless of white king placement, if one of the pawns is on c- or a-file. We will look at general case with pawns on central files.
